GVCC PRE-SCHOOL
Global Village Charter Collaborative is working on opening pre-schools affiliated with our Global Village Academy campuses in Aurora and Northglenn. Our initial goal was to open this spring, but due to delays in obtaining building plans, funding, and Board approval, we will not be able to open until Fall 2012. All parents who have filled out letters of intent by January 31st will be included in the Northglenn and Aurora lotteries, and will be notified of their wait list position. A monthly newsletter will be sent out notifying parents of the progress towards opening each of the pre-schools. Please continue to check to website for current information.

PRE-SCHOOL GUIDELINES
Children ages 3 - 5 will be accepted.
Children will need to be out of diapers.
Instruction will be through language immersion.
The Pre-School will be open from 7:30AM - 6:00PM, Monday - Friday, year round. The fee will include lunch and snacks.
There will be a 2 day, 3 day and 5 day a week payment option and a discount for more than one child in the same home.

ENROLLMENT PROCESS:
Parents with students already enrolled at GVA grades K-8 will be given preference for pre-school enrollment and kindergarten enrollment.
Parents who are interested in having their child be included in the Pre-School lottery in February should fill out a Pre-School Intent to Enroll Form.
Once you have filled out an Intent to Enroll Form you will receive email updates on the progress of the pre-school.
The Lottery for the Northglenn Campus Grades PreK - 5 will be held on Tuesday, February 7th.
The Lottery for the Aurora Campus Grades PreK - 8 will be held on Monday, February 13th.
All Intent to Enrolls that have been received by January 31st will be entered in the lottery.
After the lottery students will be accepted on a first come basis.
Federal Guidance on early entrance into a Charter School:
E-8. May a tuition-based private preschool program that “feeds into” an elementary public charter school at the kindergarten level permit children enrolled in the preschool program to continue in the elementary program without going through a lottery process?
No. In order to qualify for funds under the CSP, a “charter school” must, in addition to meeting other requirements, be created as a public school and may not charge tuition. Therefore, the private preschool would not qualify as a charter school and would have to be operated separately from the elementary “charter school”. Accordingly, all applicants to the charter school, including students attending the private preschool, would have to be selected by lottery if there are more applicants than there are spaces available. See also B-10.
However, the statute does not preclude an elementary charter school in this type of situation from holding its lottery a few years early (e.g., when students are ready to enroll in the preschool). Under this approach, the charter school would have an affirmative responsibility to inform prospective applicants that winning the lottery does not require them to enroll in the private preschool. Thus, any child selected through the lottery would be guaranteed a slot in kindergarten a few years later, whether or not he or she enrolls in the preschool program. Additionally, given the high mobility of children and families, schools that choose to exercise this option should ensure that families in the area, including those new to the area or that were not aware of the previous lottery are given the opportunity to apply for admission. Such admissions policies must meet the requirements of the CSP and might include holding a second lottery to fill vacancies created by normal attrition or the failure of early lottery winners to enroll in the charter school. 20 U.S.C. 7221b(b)(3)(E) and (b)(3)(I); and 7221i(1)(F) and (1)(H).
NOTE FOR AURORA CAMPUS:
The current Aurora Public Schools and Global Village Academy (GVA) contract does not allow for an early lottery for pre-school parents. However, since GVA will be renegotiating this clause in the contract, a lottery will be held for all pre-school parents at the same time as the lottery for K-8 students.
